Do You Need an Agent for NICOP? Official Fee vs Agent Fee (2026)

A NICOP does not require an agent for NICOP. NADRA states that it has no authorised consultants, agents or dealers, and overseas Pakistanis can apply themselves in the Pak-ID app or at a NADRA counter inside a Pakistani embassy. The official NICOP fee is USD 39 to 75 in Zone A and USD 20 to 40 in Zone B. Agent websites we checked in October 2026 listed £99 to £165, or CAD 185 to 305, per card for filing the same application.

Comparison showing the official NADRA NICOP fee of USD 39 to 75 in Zone A and USD 20 to 40 in Zone B against agent for nicop website prices of £99 to £165 in the UK and CAD 185 to 305 in Canada

Does NADRA Have Authorised Agents for NICOP?

NADRA has no authorised agents for NICOP or any other identity document. In a public advisory for overseas Pakistanis on 24 May 2026, NADRA said: “NADRA has no authorized consultants, agents, or dealers for processing identity documents or online applications.”

The Consulate General of Pakistan in Dubai followed with its own advisory, reported on 15 September 2026. It named 15 websites it described as unauthorised and misusing NADRA’s name, and told citizens not to share personal, passport, biometric or payment information with sites claiming to provide NADRA services.

We opened all 15 addresses on 6 October 2026. Eleven no longer load, one now shows content unrelated to NADRA, and three are still online. Sites of this kind appear and disappear quickly, which is a reason in itself not to hand one your passport copy.

NICOP applications do not need an agent. NADRA’s advisory of 24 May 2026 states that it has no authorised consultants, agents or dealers. Overseas Pakistanis apply through the Pak-ID app, the Pak-ID portal on a .gov.pk address, or a NADRA counter at a Pakistani embassy or consulate.

How Much Does NADRA Charge for a NICOP?

NADRA charges a Smart NICOP fee by zone and by speed. The same fee applies to a new card, a renewal and a modification.

Zone (NADRA’s label)Normal, 31 daysUrgent, 23 daysExecutive, 9 days
Zone A: USA and EuropeUSD 39USD 57USD 75
Zone B: Middle East and AfricaUSD 20USD 30USD 40
  • The timeline starts after the fee is paid.
  • In Pak-ID the fee is charged in PKR after currency conversion.
  • Delivery abroad is charged separately and varies by country.

How Much Do NICOP Agents Charge?

NICOP agents charge several times the official fee. Two agent websites we checked on 6 October 2026, one aimed at the UK and one at Canada, published these prices per card.

 Slowest tierMiddle tierFastest tier
UK agent site£99 (6 working weeks)£135 (3 to 4 working weeks)£165 (7 to 10 working days)
Canada agent siteCAD 185 (6 working weeks)CAD 250 (3 to 4 working weeks)CAD 305 (7 to 10 working days)
NADRA, Zone AUSD 39 (31 days)USD 57 (23 days)USD 75 (9 days)

The cheapest agent tier on the UK site, £99, costs more than NADRA’s most expensive option, USD 75. A family of four renewing through that site at the slowest tier would pay £396. The same four cards at NADRA’s normal rate cost USD 156.

Neither site made clear on the pages we read whether NADRA’s own fee is included in its price. Ask before paying anyone.

We also found nothing in NADRA’s published material that gives an agent-filed application a faster queue. NADRA lists three speeds, and they are the same for everyone.

NICOP agent websites checked in October 2026 listed £99 to £165 per card in the UK and CAD 185 to 305 in Canada. NADRA’s official Smart NICOP fee for Zone A is USD 39 normal, USD 57 urgent and USD 75 executive, so the cheapest agent tier costs more than NADRA’s fastest service.

What Does a NICOP Agent Actually Do?

A NICOP agent fills in the same Pak-ID application you can fill in yourself. The agent has no separate system and no special access to NADRA.

You still supply everything that matters: your passport or residence permit, your existing card number, your photograph and your fingerprints. The agent types the details and submits the form.

That arrangement carries three costs beyond the price:

  • Your documents leave your hands. The Dubai consulate specifically warned against sharing passport, biometric and payment information with such sites.
  • Someone else may hold your tracking details. If the application sits in an account you do not control, you depend on the agent to tell you its status.
  • Mistakes are yours to fix. A wrong spelling entered by an agent still means a paid modification with NADRA.

How Do You Apply for a NICOP Yourself?

You apply for a NICOP yourself in the Pak-ID app, which is NADRA’s official application. These steps follow the ones NADRA lists on its NICOP page.

  1. Download the PakID app from Google Play or the App Store.
  2. Create your account or sign in.
  3. Select the NICOP service you need: new, renewal, modification or duplicate.
  4. Fill in your personal details.
  5. Upload the required documents.
  6. Visit a NADRA counter if the app asks for it. NADRA notes that biometric verification and a photograph may require a visit.
  7. Pay the fee by Visa or Mastercard, then track the application in the app.

For a renewal, NADRA asks for your NICOP number and a Pakistani or foreign passport, residence permit or travel document. Our NICOP guide lists the documents for every case.

A NICOP can be applied for without an agent in seven steps: download the PakID app, create an account, choose the NICOP service, enter personal details, upload documents, visit a NADRA counter if biometrics are required, and pay the official fee by card. The card is then tracked inside the same app.

When Is Paid Help Reasonable?

Paid help is reasonable only as payment for someone’s time, never as a way into NADRA. Some applicants do struggle: the fingerprint capture fails, the form is in unfamiliar English, or an elderly parent has no smartphone.

Try the free routes first. NADRA’s helpline on +92 51 111 786 100 runs 24 hours, the complaint email is [email protected], and NADRA counters operate inside Pakistani embassies and consulates. A relative who has already renewed a card is often the fastest help of all.

If you still decide to pay someone, we recommend these five safeguards:

  • Keep the Pak-ID account in your own name, with your own email and phone number.
  • Pay NADRA’s fee yourself, with your own card, inside Pak-ID.
  • Never share a one-time password or your Pak-ID password.
  • Ask for the tracking ID and PIN code on the day the application is submitted.
  • Agree the helper’s charge in writing, separately from NADRA’s fee.

How Can You Tell if a NADRA Website Is Official?

An official NADRA website ends in .gov.pk. NADRA’s main site is nadra.gov.pk and the Pak-ID portal is id.nadra.gov.pk.

  • Addresses ending in .co.uk, .com or .com.pk are not NADRA, whatever the name or logo.
  • NADRA says its online services are available only through the Pak ID app and official government websites ending in .gov.pk.
  • A site that quotes prices in pounds or Canadian dollars per card is selling a service. NADRA prices its NICOP in US dollars by zone.

This website, identityservices.pk, is an independent guide. It does not file applications and does not ask for your documents.

What Should You Do if You Already Paid an Agent?

If you already paid an agent, first confirm that a real application exists. Then secure your account and report the problem if something is wrong.

  1. Ask the agent for the tracking ID and PIN code and check them in the Pak-ID app.
  2. If the application is in your own Pak-ID account, change the password.
  3. If no application exists, or money was taken without service, contact your bank or card provider about the payment.
  4. Report it. The Dubai consulate advised contacting the local cybercrime unit and consumer protection authority, and said a complaint can also be lodged with NADRA.
  5. Apply again yourself in Pak-ID if the card was never processed.
